That has a practical consequence most requirement pages skip. The usual mental model isif I fall short of recommended I can still scrape by on minimum. Here there is no scraping by on memory, storage, DirectX or Windows version: those numbers are the same either way. If you have 8 GB of RAM, you are below the floor, not below the ceiling.

Why we do not score your CPU or graphics card

Because doing it properly needs a benchmark table, and the public benchmark sites disagree with each other enough that a verdict built on them would be a guess wearing a lab coat. A tool that tells you your card is 12% short sounds far more certain than the underlying data supports.
